Liz Baker
Liz Baker is a Research Analyst and Labor Market Consultant for the State Employment Development Department (EDD), Labor Market Information Division (LMID). Liz helps businesses and workforce partners (such as Workforce Investment boards and staff, one-stop staff, educators and those involved in economic development) find, access, and use labor market information and services. She primarily provides information and assistance related to San Joaquin and Stanislaus counties. Liz regularly supports and lends expertise to local, regional, and statewide projects which call for more detailed analysis. She holds a bachelor’s degree from San Jose State University. Liz has worked for the State EDD for 18 years, the last eight as a member of the Labor Market Information Division.
Maureen Hart
Maureen Hart has been working in Recycling, Energy, and the Community Based Economy since1980, first in Michigan and then in California. Ms. Hart has worked in corporations, for non-profits, government and as a consultant. She managed an Appropriate Technology Center in East Lansing for 5 years that still exists today, 30 years later (Urban Options). She has also managed large recycling centers in the San Francisco area marketing over 120,000 tons/yr of recyclables to domestic and export markets (Norcal Waste Systems). Ms. Hart worked with towns in Northern California as they planned their transition from a logging based economy (Center for Environmental Economic Development). In 2000, she became a Zone Administrator working with the Humboldt RMDZ and Del Norte Waste Authority to form the North Coast RMDZ. Presently Hart works with the NCRMDZ, Redwood Coast Energy Authority, and as a private consultant.
Ms. Hart loves Zonework’s Peershares because it highlights the collaborative learning from all over the state of California and from ZA’s located in different departments such as Economic Development, Planning, or Public Works. It also showcases all the work that is being done in the RMDZ and shows the potential of more. The RMDZ is one of the building blocks of the green economy and she looks forward to the day when its concepts move into the main stream of industrial development in California and the U.S. As a green industrialist, she looks forward to the hard work ahead to make this transformation happen.

Patrick McGuire
Patrick McGuire received his Bachelor of Arts degree (1982) and his Master of Arts degree in Political Science (1984), from Kent State University. He has been a member of the California Business Investment Services (CalBIS) for the last two years and has over 22 year experience in economic development at the local and State level. Prior to joining CalBIS, Patrick worked at the Housing and Community Development and the California Technology, Trade and Commerce Agency. During his tenure with the State he has managed grant programs such as the CalHOME, the Old Growth Loan Program, and the Mill Reuse Program. Patrick has also been active in economic development programs that include the Enterprise Zone Program, Local Agency Military Base Reuse Agency, the Manufacturing Enhancement Area, the Office of Military Base Retention and Reuse and the Sacramento Area Regional Office. Mr. McGuire has also worked for local Chambers of Commerce in California and Indiana. In his spare time he enjoys time with his family, reading and semiannual trips to Disneyland.
Dave Nicholson
Dave Nicholson is from the USDA Agricultural Research Service and serves as the Technology Transfer Coordinator for their Pacific West Area. He is trained as a lawyer and started his legal career as a litigation associate at a New Orleans law firm, specializing in medical malpractice defense and general business litigation. After becoming qualified as a registered patent attorney in 1995, he took a position with the U.S. Patent and Trademark Office in Washington D.C., serving first as a trademark attorney and later as an Associate Solicitor, representing the USPTO in Federal Court litigation. In 1999, he received a diplomatic appointment to serve as the Intellectual Property Attache’ at the U.S. Mission to the WTO in Geneva, Switzerland, where he remained until the fall of 2001. Dave is also a reserve Army officer and was activated for nearly a year after 9/11. Upon his discharge, he took a position with the ARS and moved to California. He specializes in Federal Technology Transfer Law and is focused on helping to manage the ARS’ joint venture or “CRADA” program.
Barry Worthington
Barry Worthington is an Economic Development Analyst for the Employment Training Panel. He has over 19 years with ETP, Six years as a Development Analyst, negotiating and writing training agreements with applicant Companies, and nine (13+) years as a Marketing/Economic Development Analyst, selling and explaining the program to customers. Barry makes presentations and conducts program orientations to all types of employers and groups, answers program questions from applicants and customers via telephone and internet, supports ETP’s outside marketing partners, writes & monitors interagency agreements and other marketing contracts, and supports all of ETP’s marketing efforts on a statewide basis.
Barry has an A.A. from Cosumnes River College in Sacramento, and a B.S. in Business Administration from San Jose State University. He is married to Sue (23 yrs.) with one 20-year-old son (Casey), and one dog (Max). They live in Carmichael, a suburb of Sacramento. Barry plays baseball in the ‘fat old man’ league, is a Board member and coaches in the Senior Babe Ruth league, and enjoys some golf. Barry is a Trustee in the Fraternal Order of Eagles - Folsom Aerie 929.
