Session I: IBank Funding

Nancee Robles, Chief Deputy Executive Director, California Infrastructure and Economic Development Bank (IBank)

Nancee Robles is the Chief Deputy Executive Director and former Chief Compliance Officer for the California Infrastructure and Economic Development Bank (IBank), a division of the Governor’s Office of Business and Economic Development. In this role, Nancee oversees IBank’s direct lending Infrastructure State Revolving Fund, Bond transactions, and the Small Business Finance Center. Prior to joining IBank, Nancee was the Treasury Program Manager II for the California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA). She also managed the CalCAP and Collateral Support Programs for the State Treasurer’s Office.  She is a subject matter expert of the California State Small Business Initiative Act (SSBCI) Programs. Prior to her State service Nancee spent over 30 years in the private sector banking industry where she served a variety of financial institutions. Most recently she was the Sr. Credit Supervisor and Primary Underwriting Trainer for Fireside Bank in Pleasanton, California. Nancee earned a Bachelor of Science in Communications with a concentration in finance and workplace development from California State University at Sacramento and an Executive MBA from California State University at Monterey Bay.


Lina Benedict, Loan Origination Manager, California Infrastructure and Economic Development Bank (IBank)

Lina Benedict is the Loan Origination Manager for the California Infrastructure and Economic Development Bank (IBank) and manages the direct lending programs - the Infrastructure State Revolving Fund (ISRF) Program, and the California Lending for Energy and Environmental Needs (CLEEN) Center. 

Lina joined IBank in January 2016 and is responsible for managing and directing all credit and loan underwriting activities for the Loan Origination Unit.  Additionally, she conducts extensive outreach at conferences and expos, and speaks for IBank at the California Financing Coordinating Committee (CFCC) events.

Lina has been in the lending industry for 23 years. She began her career working as a credit analyst and underwriter at Community Bank. She then worked at Bank of America holding positions from credit analyst, portfolio manager, SBA underwriter, commercial underwriter, and approval officer. She also worked as an SBA underwriter at Resource Capital CDC. Prior to joining IBank she was Vice President of Lending at Vision One Credit Union.

Lina holds a Master’s Degree in Management from Wright State University, and a Graduate Finance Certification from Southern Methodist University.

His clients include numerous environmental groups, non-profits, materials recovery facilities, environmental consultants, public agencies, and music community professionals.

Prior to founding The Mobius Network, Bob owned and operated a Chicago-based executive recruiting firm specializing in metals, manufacturing, technology, and environmental management positions. He continues to develop and operate numerous environmental job boards. His professional career includes more than two decades of operations management and consulting experience with organizations ranging from start-ups to Fortune 500 companies.
