Mitch Delmage (Session III)

Mitch Delmage is a graduate of Indiana State University with degrees in Biological Science and Environmental Health. Mr. Delmage was an Officer in the U. S. Public Health Service and worked for the National Institutes for Occupational Health and Safety (NIOSH) before coming to the then California Waste Management Board in 1988. As part of his NIOSH training, he was certified in Biohazard Laboratory Procedures at Johns Hopkins. He helped design and implement AB939, and helped establish or manage many of the Board's most successful programs, including early AB939 statewide implementation training, CalMAX, WRAP, RMDZ, the Used Oil & HHW grant and certification programs, and Waste Tire enforcement and grant programs. Mitch is now a manager in the Local Assistance & Market Development Branch overseeing the nine counties of the Bay Area.

Krysty Emery (Session V)

Ms. Emery has been practicing in the environmental resource and waste management field for over 14 years.  Her professional experience includes project siting and CEQA analysis, stakeholder engagement and facilitation, business process improvement, and research in biomass and emerging technologies.

For both the public and the private sector, Ms. Emery has lead teams in the development of landfill planning projects, directed staff conducting environment impact analyses of power plants and water management projects.  Ms. Emery has worked to facilitate stakeholder engagement in developing policies and incentives for emerging technologies.  Many of the projects she has worked on focused on identifying tools for local governments to more easily access project development incentives.  Ms. Emery has also managed recycling programs for a corporate waste management company as well as for a rural grassroots recycling group.

Ms. Emery is currently responsible for assisting Bay Area jurisdictions with recycling program implementation and reporting and market development.  Ms. Emery is also involved in special projects relating to commercial recycling and climate change.

Maureen Hart (Session II)

Maureen Hart has been working in Recycling, Energy, and the Community Based Economy since1980, first in Michigan and then in California.  Ms. Hart has worked in corporations, for non-profits, government and as a consultant.  She managed an Appropriate Technology Center in East Lansing for 5 years that still exists today, 30 years later (Urban Options).  She has also managed large recycling centers in the San Francisco area marketing over 120,000 tons/yr of recyclables to domestic and export markets (Norcal Waste Systems).

Ms. Hart worked with towns in Northern California as they planned their transition from a logging based economy (Center for Environmental Economic Development).  In 2000, she became a Zone Administrator working with the Humboldt RMDZ and Del Norte Waste Authority to form the North Coast RMDZ.  Presently Hart works with the NCRMDZ, Redwood Coast Energy Authority, and as a private consultant.

Ms. Hart loves Zonework’s Peershares because it highlights the collaborative learning from all over the state of California and from ZA’s located in different departments such as Economic Development, Planning, or Public Works.  It also showcases all the work that is being done in the RMDZ and shows the potential of more.  The RMDZ is one of the building blocks of the green economy and she looks forward to the day when its concepts move into the main stream of industrial development in California and the U.S. As a green industrialist, she looks forward to the hard work ahead to make this transformation happen.

Mark Holmstedt (Session I)

Mr. Holmstedt has over 35 years of public finance experience encompassing a variety of specialty areas including over $2 billion in environmental financings. Mr. Holmstedt has significant project finance experience and has completed financings for many private waste haulers.  Included in his experience, is the development of the California Pollution Control Financing Authority’s (“CPCFA”) Small Business Assistance Fund program and financial assistance for the CPCFA’s resource recovery and recycling programs.

In addition, Mr. Holmstedt has served as an investment banker or financial advisor to more than 50 state and local issuers on a variety of public projects including wastewater treatment, electricity distribution, parking, civic buildings, convention centers, harbor and airport facilities, redevelopment and housing. Mr. Holmstedt graduated with honors from the University of California, Davis.

Jim LaTanner (Session I)

James LaTanner is a graduate from California State University, Sacramento and Golden Gate University, Sacramento in Business Administration Finance. Mr. LaTanner has worked at CalRecycle since 1995, primarily supervising the Recycling Market Development Revolving Loan Program. Prior to the state, James worked in the private banking industry for 17 years as a corporate loan officer.

Robert Meyer (Session IV)

Robert has over 15 years with ETP with experience in the Panel’s strategic planning, program development, and marketing capacities. He currently serves as lead for the Panel’s statewide marketing and economic development efforts, primarily focused on job creation, manufacturing, and emerging and high technology industries.  Robert provides technical expertise in support of ETP’s strategic partnerships and assists the Panel’s contracting population to best leverage available resources to address workforce development needs and increase employer competitiveness in California. He lives in Land Park with two children, Colm (5) and Shay (8).  He is a self-professed soccer junkie.

Javier Romero (Session IV)

Javier Romero has been with the California Workforce Investment Board (State Board) since its inception in 2000.  He manages the State Board’s Sector Strategy Section, which entails its industry sector specific work; such as, the Green Collar Jobs Council, Health Workforce Development Council, Regional Industry Cluster of Opportunity program, and State Energy Sector Partnership.

Anthony Rucker

Anthony Rucker is a Senior Loan Officer for California Capital Financial Development Corporation, has over 20 years experience in the fields of small business financing, and income taxation.  In his current position, he is responsible for the assessment of small business loan packages, including business plan evaluation.  He also provides assistance to potential and existing small business owners with seminars, and one-on-one counseling in the subjects of loan preparation, credit, and business planning.

Anthony holds a Bachelor of Science in Accounting from California Polytechnic University at San Luis Obispo.

Patrick Talbott (Session I)

Patrick Talbott received his Masters in Community Development from University of California Davis in 1992.  For ten years after graduation, Patrick worked as a Community Development (CD) Specialist for the regional non-profit Rural California Housing Corporation/ Mercy Housing.  As a CD Specialist, Patrick obtained his real estate broker’s license and operated a number of single family housing rehabilitation loan programs and first time homebuyer loan programs on behalf of local cities and counties.  These housing programs were funded with State of California Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) grants.  In addition, Patrick was involved in a funding and project management for a number of public works projects in small rural communities.  In 2002, Patrick accepted a position with the California Department of Housing and Community Development (HCD) CDBG program.  At HCD he was responsible for grant contract management and oversight of CDBG activities for cities and counties awarded CDBG funding.  In 2008 Patrick transferred to the economic development program under CDBG and has since been working with rural jurisdictions in reviewing commercial underwriting of economic development projects requesting CDBG funding.  In 2010, Patrick completed the National Development Council (NDC) Economic Development Finance Professional Certification Program.

Kathleen Todd (Session I)

Kathleen Todd is a 1986 graduate of CSU Sacramento with a BS degree concentrated in Finance.  She started her career with the US Small Business Administration - Disaster Assistance Lending.  She spent 10 years with The Money Store, first in the Loan Servicing Department, then moving to underwriting of SBA guaranteed loans for small businesses across the US.  In 2000 she moved over to California Bank and Trust as an underwriter of SBA and conventional small business loans. She has been a member of Cal Recycle's loan committee since January 2005.

Nancee Trombley (Session I)

Nancee Trombley is the California Capital Access Program (CalCAP) Manager and Lead for the State Small Business Credit Initiative Act programs under the California Pollution Control Financing Authority (CFCFA). She came to State service in 2009 with over 30 years of banking experience. Prior to joining CPCFA, Nancee served as the Sr. Credit Supervisor and Primary Underwriting Trainer for Fireside Bank in Pleasanton, California. Nancee graduated from California State University Sacramento, magna cum laude, where she earned a Bachelor of Science in Organizational Communications with a concentration in finance and workplace development. She is presently pursuing an Executive Master in Business Administration through California State University at Monterey Bay.

Barbara Vohryzek (Session IV)

Barbara Vohryzek is the appointed deputy director of small business at the Governor’s Office of Business and Economic Development. Vohryzek was president and founder of Vohryzek and Company since 2009 and director and founder of Community Business Bank since 2005. She was executive director and founder of the California Statewide Certified Development Corporation from 1987 to 2009 and served in various positions at the California Trade and Commerce Agency, Office of Local Development from 1984 to 1991.
