Program Description
California Health & Human Services Agency (CalHHS) managers and executives embody courage and leadership through their commitment to service and demonstration of agency core competencies. In this interactive program, participants will explore their leadership characteristics, ways to improve communication within and across departments and approaches to instill common values throughout the organization. Additionally, participants will develop strategies to both lead and manage organizational change efforts and identify the impact of their leadership style on their staff. Through an exploration of best practices in public sector leadership, participants will leave with an understanding of how to enhance and expand their skill sets to be effective leaders within CalHHS.
Program Delivery
Delivery of the nine-day CalHHS Leadership Development Academy will be competency-based with practical application tied to experiential learning activities, discussions and current leadership theories. The program will provide training to designated managers and other individuals identified by CalHHS. Basic delivery elements will include the following:
- Competency-based Curriculum: Instructor-led training will incorporate elements such as structured discussions, experiential exercises, case studies, lecture, small group discussions, application exercises and guest speakers or panels with senior executives from CalHHS.
- Leadership Practices Inventory (LPI): Participants will complete a 360-degree individual assessment tool to provide them with feedback on their leadership style and abilities based on core competency areas. Participants receive feedback from their managers, supervisors, peers and direct reports. The assessment is taken before the first day of training, and individual results are distributed during the training.
- Coaching Sessions: Each participant is provided a one-on-one telecoaching session with a certified LPI coach. The 50-minute session focuses on the results of the participant's LPI assessment and is linked to practical elements of the training curriculum
- Peer Coaching: Throughout the Academy, participants will take on the roles of coach and coachee with fellow participants. The peer coaching allows for practice and refinement of coaching skills, support in applying lessons back in the workplace, and networking opportunities.
- Kirkpatrick Program Evaluations: The program will employ three levels of evaluation:
- Level One evaluations allow CCE and CalHHS to review the quality of the program by evaluating the instructor, course structure, content and overall learning experience. The evaluations are completed by the participants at the end of each class day.
- Level Two assessments consist of pre- and post-tests of the program content. The pre-test, taken at the start of each class day, measures how much the participants know prior to taking the class. The post-test is administered at day’s end to measure how much the participant has learned.
- Level Three evaluations measure leadership behaviors and long-term program success at various intervals before and after the completion of the program. The evaluations are completed online by both the participants and their supervisors.
